Da cosa sono originate: a fronte della presentazione di un progetto di sviluppo da parte unamministrazione locale, lOrganismo Internazionale procede con la sua valutazione, lapprovazione e il finanziamento. Ciascun progetto origina quindi delle gare di appalto, gestite nei vari Paesi dagli enti locali cui viene demandato il compito di bandire la gara, aggiudicarla e verificare lesecuzione del contratto.
