Developing and implementing policies that promote green growth in the energy sector requires a good understanding of the energy-environment-economy relationships and of related trade-offs or synergies. It also requires appropriate information and indicators to support policy design and analysis, identify ineffective or no longer needed measures, and monitor progress. Well designed, operational sets of indicators are key to monitor trends and structural changes, and gauge how well government policies are performing with respect to green growth. The OECD has developed a conceptual framework for monitoring progress towards green growth, including a set of indicators. While the set of indicators is still being refined, indicators pertinent to the energy sector are those that measure the carbon-productivity or intensity of energy production and consumption (on various levels, including national and sectoral), energy intensity and efficiency, “clean” energy-related research and development and patents, as well as measures of energy related taxes and subsidies. Modelli di Equilibrio Economico Generale (CGEM) Consentono di gestire in modo efficiente modelli molto disaggregati (settori, beni, tipologie di consumo e paesi); GREEN (11 settori), GEMINI-E3 (18 settori), GEM-E3 (14 settori), IMACLIM-S (10 settori) Si basano però su ipotesi molto restrittive (perfetta flessibilità dei prezzi) Modelli Neo-Keynesiani Rappresentazione più realistica dei meccanismi di funzionamento del sistema economico (lento aggiustamento di prezzi e quantità) OFCE - Three-ME model (modello multisettoriale (24), 4 tipologie di beni energetici) Ma non consentono di gestire in modo efficiente un elevato livello di disaggregazione

6 An Economy-Energy-Environment Model of Europe: E3ME 5.5
Compared to the other models in existence targeted at achieving the same goals, E3ME has advantages in the following three areas: The detailed nature of the model allows the representation of fairly complex scenarios, especially those that are differentiated according to sector and to country. Similarly, the impact of any policy measure can be represented in a detailed way. The econometric grounding of the model makes it better able to represent and forecast performance in the short to medium run. It therefore provides information that allows for dynamic responses to changes in policy and that is closer to the time horizon of many policy makers than pure CGE models, which provide only long-term equilibrium solutions. E3ME is a hybrid model. An interaction (two-way feedback) between the economy, energy demand/supply and environmental emissions is an undoubted advantage over models that may either ignore the interaction completely or only assume a one-way causation. In summary, the characteristics of E3ME are such that the model is:  elaborated at a European rather than at a national level, with the national economies being treated as regions of Europe  dealing with energy, the environment, population and the economy in one modelling framework  designed from the outset to address issues of central importance for economic, energy and environmental policy at the European level  capable of providing short- and medium-term economic and industrial forecasts for business and government  based on a system of dynamic equations estimated on annual data and calibrated to recent outcomes and short-term forecasts  capable of analysing long-term structural change in energy demand and supply and in the economy  focused on the contribution of research and development, and associated technological innovation, on the dynamics of growth and change Modello di simulazione dinamica stimato con metodologie econometriche (ibrido) (33 regioni EU, 69 settori, calibrato ( ), orizzonte di previsione (2050)), Cambridge Econometrics (2012)

7 Theory vs data driven models
Modelli RBCs e DSGEs hanno come obiettivo principale l’interpretazione dei dati (theory comes first) I modelli che invece mirano a riassumere le informazioni (VARs) sono data driven (facts come first) La performance previsiva dei modelli è positivamente influenzata dalla coerenza informativa (data coherence)

9 MeMo-It La linea sottile rappresenta ‘’l’accademia’’: tendenzialmente in tale ambito si presta maggiore attenzione agli aspetti teorici del lavoro empirico piuttosto che alla coerenza delle informazioni disponibili. La linea ampia rappresenta la scelta modellistica dell’Istat: uso sistematico dei dati più recenti per alimentare MeMo-It, integrando la miglior informazione disponibile con la conoscenza teorica ed istituzionale.

10 MeMo-it : Contesto teorico
Di stampo neo-keynesiano, dove nel breve periodo, la dinamica della crescita è trainata da fattori di domanda, mentre nel lungo periodo tende a condizioni di equilibrio rappresentate dall'output potenziale. Interazione fra domanda e offerta mediante prezzi che reagiscono subito a fluttuazioni del tasso di disoccupazione rispetto al NAIRU e allo squilibrio fra prodotto effettivo e potenziale (output gap).

Europa 2020 Secondo quanto indicato nell'analisi strategica della politica energetica dell'UE, la Commissione prevede l'adozione dei seguenti provvedimenti in campo energetico: migliorare del 20 % l'efficienza energetica dell'UE entro il 2020; incrementare la percentuale delle energie rinnovabili portandole al 20 % entro il 2020; sviluppare una politica di stoccaggio geologico del carbonio che sia compatibile con l'ambiente.

After the strong growth noticed in 2010, primary energy consumption increased at a much slower pace in 2011 (2.2% vs. 4.9%). OECD countries were impacted again by the economic crisis and their energy consumption fell by 1.3%, in line with the 3.2% drop in the European Union and the stagnation in North America (-0.7% in the United States). In China and India energy consumption continued to grow steadily (+7.7% and +6.2%, respectively) with China widening the gap with the United States (+19% above the USA). Energy demand in Japan fell by 6.6% compared to a 6.3% hike in 2010, while it increased at a slower pace in many southeastern Asian countries, thus limiting the growth in energy demand in Asia to 5.1% in The dynamic trend in Africa and Latin America (+3.1% and +5.1%, respectively, in 2010) stalled in 2011 (less than 1% growth). For an economy to grow, it needs energy. To sustain and enhance economic progress around the world, we must continue to improve the value created through the use of energy sources, address related environmental challenges and safely expand the world’s commercially viable energy supplies through technological advancements. These efforts will continue to improve energy diversity and reduce the energy-intensity of our economies, helping expand economic prosperity and support energy security. 2000

18 MeMo-It Il futuro di MeMo-It Energia Ambiente Sostenibilità
Tuttavia, appare fondamentale evidenziare come tali dimensioni siano strettamente interrelate tra loro da una molteplicità di connessioni e, pertanto, non devono essere considerate come elementi indipendenti, ma devono essere analizzate in una visione sistemica, quali elementi che insieme contribuiscono al raggiungimento di un fine comune. Ciò significa che ogni intervento di programmazione deve tenere conto delle reciproche interrelazioni. Nel caso in cui le scelte di pianificazione privilegino solo una o due delle sue dimensioni non si verifica uno sviluppo sostenibile. In virtù di tali considerazioni sarebbe preferibile rappresentare la sostenibilità dello sviluppo in tre cerchi concentrici evidenziando come l’economia esiste all’interno di una società ed entrambe esistono nell’ambiente. In tal senso, dunque, è possibile costruire una vera e propria piramide della sostenibilità, ponendo alla base proprio la dimensione ambientale che attraverso la fornitura di risorse naturali, di servizi all’ecosistema e di benessere alla società svolge un ruolo fondamentale di supporto sia alla dimensione economica che a quella sociale.
