E' il commento del ministro per le Politiche agricole, Alemanno,dopo la maratona ministeriale a Lussemburgo. "L'Italia -ha aggiunto- ha garantito ai produttori anche il mantenimento di oltre un miliardo di finanziamenti europei ai settori del tabacco e dell'olio. Ha retto il blocco mediterraneo". L'accordo sugli aiuti comunitari,inclusi quelli ai produttori di cotone, non è stato votato dalla Spagna.

Tobacco is crucial to the economy. Without tobacco growing, cigarette manufacturing, and distribution and sale of tobacco products, a state’s or country’s economy will suffer job losses, falling tax revenues, and growing trade deficits. In Michigan, a non-tobacco state, employment increases as tobacco consumption declines. [Warner and Fulton, JAMA, 1994] In the U.S., employment would rise in all 8 non-tobacco regions (44 states) if tobacco consumption fell. [Warner et al., JAMA, 1996] Only in the 6-state tobacco bloc would employment fall, and by a tiny fraction of state employment. [Jacobs et al., Ch. 13 in Jha and Chaloupka, eds., Tobacco Control in Developing Countries (Oxford, 2000)]

Increasing price is the most effective means of decreasing cigarette smoking, especially among children. 10% price increase will decrease cigarette consumption 4% in developed countries, 8% in developing countries. Increased taxes invariably increase government revenues. The percentage decline in cigarette consumption is smaller than the percentage increase in price that induces it. Further, tax is only a fraction of price, so a given tax increase will cause a far smaller decrease in cigarette sales.

EU tobacco taxation One of the potential brakes on a high tax strategy is the possibility of smuggling. The chart from the Tobacco Manufactures Association shows the difference in tax levels between UK and other European states. The tobacco companies benefit from smuggling in three ways: they are still paid by wholesalers for cigarettes that are eventually smuggled; smuggling ensures a supply of cheap cigarettes on the market which helps to keep wavering smokers hooked; and, most importantly, the tobacco industry can, and does, argue for reduced taxation (and therefore increased consumption) in the legal market - this is most important to them. We believe it would be quite wrong to reverse a perfectly rational and effective health and fiscal policy because of illegal activity. The alternative to succumbing to criminal activity is to increase the costs and risks of smuggling by placing tax-paid stamps on packs, spending more on Customs and Excise and other law-enforcement, and raising the penalties. It should be noted that the highest levels of smuggling are in countries with relatively low taxation. This is because the smuggling is driven by diversion of duty-free cigarettes rather by the difference in prices of duty-paid cigarettes.

Il 29 Settembre del 1902 venne fondata l’azienda British American Tobacco, una fusione tra la britannica Imperial Tobacco Company e la statunitense American Tobacco Company, nell’intento di porre fine a un’aspra guerra commerciale La strategia era di concepire i prodotti di qualità superiore e venderli al prezzo più basso possibile (prezzo predatorio: vendita di un prodotto o un servizio sottocosto per eliminare la concorrenza - In molti paesi sono considerati anticoncorrenziali e illegali da parte dell’antitrust) … Il 29 maggio 1911, American Tobacco Company è stata sciolta in base ad una sentenza della Corte Suprema degli Stati Uniti. Una filiale dell’American Tobacco è stata incriminata fissare prezzi sottoscosto La Corte ha pertanto addebitato all’American Tobacco Company di aver violato lo Sherman Anti-Trust Act del 1890, che metteva fuori legge le restrizioni sul commercio e i tentativi tra i concorrenti di monopolizzare un mercato La decisione di condanna è arrivata appena due settimane dopo un caso simile contro John D.
