Institution of the ACP Group and EU – Cotonou Agreement Support to the ACP private sector for its sustainable development Financed by the EDF (European Development Fund) The CDE : its visiting card The CDE, Centre for the Development of Enterprise, (based in Brussels) is an international institution of the European Union and of the ACP Group of States (Africa, Caribbean and Pacific), created within the framework of the Cotonou Agreement. The CDE is the continuation of the CDI which was created within the framework of the Lomé Convention in The CDE together with the CTA (of Wageningen)(Centre Technique Agricole), its agronomic counterpart, is the only joint ACP-EU Institution. Its objectives are to contribute to sustainable development providing the ACP private sector with the necessary help to promote development activities in the private sector and more precisely the development of private enterprise. The CDE gives support in 78 ACP countries. The ACP Group of States includes countries of the Sub-Saharan region, of the Caribbean and of the South Pacific. The African continent is sub-divided into 4 regions : West Africa, Central Africa, Southern Africa and East Africa (including the countries of the Indian Ocean region). The CDE is mainly funded by the European Development Fund.

ASSAFRICA & MEDITERRANEO (Antenna per il Sistema Confindustria- settore privato) Antenne Italiane ICE (Antenna per le imprese- settore pubblico) Third phase : Since the year 2000, on the basis of passed experiences and the extension of CDE’s mandate (in the framework of the Cotonou Agreement) the CDE adopts a new strategy with the following characteristics : The implementation of sectoral programmes : In order to improve structure and concentrate efforts, the CDE has developed a Sectoral Programme methodology, a requirement which became evident at the outcome of professional meetings. Today, 60 % of the assistance funds of the CDE are utilized within the framework of sectoral programmes which can last between 2 and 3 years. These programmes mainly focus on assistance to enterprises of the sector but also involve their direct environment, mainly assistance to the creation and reinforcement of intermediary organizations, to the specific additional training of service providers in ACP countries. A list of current sectoral programmes will be revealed at a later stage. A decentralization towards ACP countries In view of the fact that communication between the CDE and enterprises is relatively difficult due to the distance and bearing in mind that ACP regions have other historical networks; CDE has decided to decentralize its services in order to stay closer to ACP enterprises in the field. Four regional offices have already been opened and two others will be launched in On a more local level, the TIO (Technical Intervention Offices) and IPO (Information and Promotion Offices - ex-antennas and specialized correspondents), will also be able give support to the operators of the private sector. We will come back to this point when we address the current structure of the Centre. Intensification of relations between the main European actors Re-structurizing of networks : European Institutional Network, Chambers of Commerce and Industry, Cooperation Agencies, Financial Institutions,External Trade Agencies , etc… and particularly the EIB within the framework of the investment facility in order to facilitate access to the financial support to enterprises through CDE.
