4 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria The piedmont branch of the Italian confederation for health promotion and education (CIPES) decided to tackle this problem in an integrated way

6 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Very few families are in a condition to provide adeguate care to their elderly relatives at home. Old people homes are chosen by many families for giving adeguate care to their old relatives. However, most elderly people prefer remaining at home provided that an adeguated assistance is offered to them as they feel the eradication from their usual life enviroment and family and social links as a loss of value.

9 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Many migrant women from eastern Europe seek occupation in the field of old people care lacking formation for any type of work

10 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria The quality of care that they can give is rather poor, still many families offer them underpaid work that they are forced to accept as they are mostly irregular migrants that lack any legal tutelage

11 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria The welfare department of Piedmont Region devoted a fund for providing adeguate traning to migrant women who take care of elderly non self sufficient people

12 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Migrant women are offered a free 200 hour course of training in old people care

13 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Additional financial resources can be supplied by local welfare and health trusts

14 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Qualified migrant women who accept to take care of an old not self sufficient person at home are offered legal tutelage and adeguate retribution

15 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Families which employ irregular migrant women are offered a care service free of cost from the local welfare and health trust for the whole time during which their migrant persons are attending the training course provided that they will offer a regular work contract to them at the end of the course

16 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Special agencies will put into contact families that need qualified care for their elderly non self sufficient relatives and Licensed migrant women

17 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria Families that employed irregular migrant women for taking care of their relatives will not be persecuted provided that they keep the migrant woman after qualification with a regular work contract pilot trial has been planned in five health districts, concerning 200 migrant women with a budget of 1 million Euro

18 CIPES Piemonte Confederazione Italiana per la Promozione della Salute e l’Educazione Sanitaria It is forecast that at regimen this project will enable most old not self sufficient people to remain at home in the whole region and that the cost for old people homes will be reduced
