5 Italian Policy about Life Long Learning and Informal Learning According to the document “Lisbon for growth and employment NRP (National Reform Programme), Italy 2008-2010. Status of implementation in 2009 and response to economic crisis” The development of a system of lifelong learning opportunities as well as a right of the worker is a decisive response to the crisis in relation to profound changes in labor participation (discontinuity of labor relations, longer working lives, the need for upgrading of possessed skills, etc..) and contributes to the formation of a new right to citizenship and employability. The Government aims therefore to achieve a better match of interventions training needs of the production system by exploiting the role of companies and developing synergies with the education system. On this ground, are continuing revisions for order and organization bring Italy into line with the parameters of the OCSE countries. 6 The Technical Education and Training (IFTS) is a privileged area in our country regarding the development of key competencies. Characteristic of this type of educational iter is to facilitate youth and adults, employed or not, to achieve a high level of basic skills (basic and transversal competences) together with a deep technical and professional competence. The reorganization is currently underway within the system IFTS : the installation of basic and transversal standards, reformulated according to EQF format and then taking the articulation learning outcomes. 7 Italian Laws about Life Long Learning and Informal Education At the moment missing in Italy an organic law on Lifelong Learning and consequently also in informal education. The absences of a national low about Life Long Learning makes policies for adult education extremely heterogeneous in the different Region of Italy, with some cases of excellence and bad cases. Many parts ask for a national programmatic low on this subject. In Dec. 2009 was made through a petition a Proposal on Long Life Learning, sponsored by CGIL, Knowledge Workers Federation CGIL; Retired Italian CGIL union; AUSER and supported by Tullio De Mauro, one of the greatest scholars of Italian language. 8 Popular Proposal for a Law on Life Long Learning Objective Law For the proposed law, lifelong learning is a priority for support economic development and civil country. Provides for this, a plan extraordinary three years to double the number the number of adults who participate in training activities from the current 6.2% to 12.5% as provided for minimum targets to be achieved by 2010 set by the European Union in Lisbon in 2000. 9 Popular Proposal for a Law on Life Long Learning about Informal Education The proposal in several points focus on informal learning “ Everyone has the right to lifelong learning. For learning is any learning activity, formal, non formal and informal learning undertaken throughout life, with the aim of improving knowledge, skills and competencies with a view civic, social and employment policy. " (Article 1 ) "Informal learning is quite separate from intentional and is accomplished in the performance by each person in the practice of active citizenship in everyday situations and interactions that it takes place within the context of work, family and leisure. 10 It deals in art. 10, issue identification and validation of non formal and informal learning '1. The Government, after agreement in the Joint Conference pursuant to Legislative Decree 28 August 1997, n.281, is delegated to adopt within eighteen months from the date of entry into force of this Act a statutory instrument for defining the rules for the 'identification and validation, according to specific rules, informal and non formal learning in Article 4, in order to their validation in school and university education system based on the following principles and criteria: the validation of knowledge that certify non-formal and informal learning and allow the certification of all knowledge, skills and expertise possessed by the person, the validation is performed according to the choices and individual rights and to assure everyone equal access and treatment; the procedures and criteria for validation of non formal and informal are inspired by principles of fairness, appropriateness and transparency are supported by quality assurance systems; its certification is issued by accredited facilities …. 11 Education and science museums in Italy In Italy the science museums are slowly becoming a landmark for the consolidated schools and cultural agencies, lively and original. Since the eighties, the first interactive science centers and museums (the pioneers were the Science City of Naples and the Imaginary Scientific Trieste), great museums preservatives (such as the National Museum of Science and Technology "Leonardo da Vinci “ in Milan and the Natural History Museum of Trento in Trento) have renewed their offer and broadening the country increases the spread of hundreds of institutions of all sizes and types: museums of natural science, history of science, aquariums, planetariums, botanical gardens, but also eco- museums, demo-ethno-anthropological museums, visitor centers for parks. 13 Sicily Law and Policy about Life Long Learning In absence of a national law, the regulation and implementation of a system of long life learning education, and informal education, is devolved to regions. In the context of Lifelong Learning Sicily Region refers to an Act of 1975, modified in 1979. The L.R. 66/75, modified by L.R. 16/79 that stated measures to promote cultural and lifelong learning. "The programmatic intent of this law is to promote social development and culture of Sicily through activities ranging from direct promotion of cultural projects and continuing education, to providing assistance to associations, foundations, academies, local authorities... for cultural activities, arts and sciences. “ Il presente progetto è finanziato con il sostegno della Commissione europea. 14 In Sicily the Department of Cultural, Environmental and Life Long Learning is now absorbed, following the reorganization of the regional structure, from 'Department of Cultural Heritage and Identity of Sicily. It purpose of the Department was to carry out all activities that are linked by education to knowledge and conscious and to aware use of cultural heritage both tangible and intangible, and human and social promotion. 16 Sicilian Regional Projects The draft School Museum in Sicily Museums, Galleries, Libraries and Superintendents of the Sicilian Region School Museum implementing the project, proposed methodology comprises four stages: Training of the team teaching; Training and updating of lecturers or entertainers; Guided tours for teachers referents; Experimentation and learning occurs both within museums in classrooms.
